LET US UNIFY OUR SCHEME AS APPROVED.
This is the unified scheme of service, if your state is doing anything contrary, tell the officers in charge to correct it. We are all "Nursing officers" we are all nurses, OUR TITLE IS "Nr", not Matron, not Sister, or superintendent. We do not have an approved matron scheme. The only clause is that if you remain without a degree till you get to the CNO status, you will not cross to the directorate level which begins from ADNS. You will either go and get it or retire on the CNO level. Why are some states creating a polarised scheme of service that separates their nurses into two categories?

NANNM should take note and take the appropriate action on the correction.
THOSE With DOUBLE QUALIFICATIONS/CERTIFICATES WHAT'S THEIR STAND or will be their limit Level? They can't cross level 12 too until they have BSc?
There's need for corrections with this circular decision, how i wish those responsible for this i'e decision makers wouldn't have put myopic thinking regards to nursing Carrier progressions or quantification.
Nurses are nurses regardless of qualification should not have separation regarding carrier progression but in something else like appointment of office, position etc.this is what's practicable in other fellow professionals.

Ibrahim D Gambo there is no division in the approved circular, only that some nurses on their own want to segregate their fellow nurses who passed through the school of nursing before going to the university. Those States are the ones drawing us back and creating divisions.

It means is two different stagnation nurses have one at level 8 or 9 some centres is even at level 7 they stagnate nurses I'm a victim the second one is at level 12.why the stagnation,what value benefits will that added to nurses nursing?
Then lastly from where the circular came from? Who formulated the decisions?

But I see no segregation in that circular, it's applicable elsewhere even me that's an RN working for judiciary those thing are applied, upgrade yourself academically so as to jump a particular bar to another, without that you will be stagnated in cadre but still moving in level, that's civil service for you, pls let's not remonstrate let's react.

I wish to refer to the Circular Ref. NO. HCSF/EPO/EIR/CND/100/ST of 27th September, 2016 on Nurses Career progression and recognition of all Nurses as "Nursing Officer". 2. Please be informed/notified that Nigerian Registered Nurse (NRN) and Nigerian Registered Midwife (NRM) wishing to progress beyond CONHESS 12, in the profession, in the Civil Service of the Federation must acquire Bachelor of Nursing Science Degree (BNSc.) from accredited Universities approve to offer degree in Nursing programme.

In the light of the above, the Board of the Nursing and Midwifery Council of Nigeria at its 54th Meeting has directed as follows:

(i) That first degree in Nursing is the minimum qualification for any Nurse to be promoted to a Directorate Cadre. Hence, Registered Nurses and Midwives who want to move to directorate level must have a first degree in Nursing.

(ii) Staff employed for professional nursing positions in your establishment who are holders of Bachelor of Nursing Sciences Degree from accredited Universities must also possess a minimum of Registered Nurse Certificate (RN) and be licensed by the Nursing and Midwifery Council of Nigeria before he/she can be engaged to practice nursing in Nigeria.

3. It is pertinent to ensure the original certificates of all professional and academic qualifications are presented and scrutinized during recruitment and promotion exercises. Where in doubt of the certificate/registration of the officer, the Council will be willing to verify such certificate/registration at the approved cost.

4. Please bring the content of this Circular to the attention of all concerned and other employers of labour in your domain.

This New Scheme of Service replaces the hitherto existing Scheme of Service of year 2003 and Circular No. CND 100/S.6/VII/115 of December 2006 respectively for Nursing Officers, Nurse Tutor, Staff Nurse/Staff Midwife and Assistant Nurse Tutor
