It is high time nurses should be thinking of setting up their personal hospital/ Clinic & Maternity while in service.
This is what Most Doctors do and they make money from alternative sources.
Before they retire, they have something to fall back on.
Some even retire lately once they see the hospital has gain ground and the revenue coming from such establishment is good to go with.
Stop eyeing chief matron, DNS and other positions with title but poor pay back.
You can earn better than that with your establishment which your children can inherit but can't inherit the tittle of chief matron/DNS and other tittle you earn while working out your life in government establishment.
Yes, it's lawful for a nurses to establish clinic and maternity without compulsorily put Doctor in your settings, all you need is visiting doctor PRN or a hospital with ever available Doctor for referrals in case you have a case that requires you to refer.
It's also lawful for nurses to operate hospital just employ a doctor and you move on.
All you need is some years of experience (minimally 10yrs).
This is better than being carried away with tittle of Chief matron, DNS and others.
You can do better and leave a business to inherit to your family than a job they will tell you, he/she died in active service and another person climb the seat before even the burial.
Let's discuss on how to go about it.
I can be of help

If possible let it be a topic during the plan get together whereby we invite some of our colleagues who already in the business.
They will tell us requirements as per what
The government demands, registration requirements, payments, structures and others
Intending hospital owners, what must be available or planned for as per financial/fund, certificates, structure, experience and others
Possible challenges before registration with government, challenges with your staffs and possible challenges with your patient/client as per readiness to pay for services rendered.
Many more can be ask as one on one question with our invited guests who has had years experience in this business.
With this, it will be an eye opener to intending hospital owners on what, what and what needs to be know about hospital business.
Sincerely we all need something to fall back on.
I don't know whether we have observed this, that many retired civil servants always resort to starting up another business after their retirement??.
Some sell Cement, some sell provision some sell clothes.
But as a professional nurses, this is a business that we can do till we are 80s, 90s. All we need to do is to retire and transfer the management to another young, experience and vibrant colleagues again and whatever that is coming from that end will be your second pension.
Remember, you have acquired the working tools and possibly the building/structure. So definitely you will handover with agreement of monthly returns or annual returns.
It what discussing about.
Let's ruminate over it and converge by evening time possibly 5pm for questions and answers on how to go about it.
