JOHESU Gives FG 15 Days Ultimatum Before Going on Strike

Health workers have threatened indefinite industrial action if agreements reached between them and Federal Government are not implemented by October 8.

The duo of Joint Health Sector Unions and Assembly of Health Care Professionals want government to set up a committee to consider allowances, including for excess work load, health and safety, responsibility.

Any committee for collective bargaining will also consider reducing taxation on the salaries of health workers and restoring their working days as annual leave, the associations demand.

In a 15-point ultimatum issued yesterday, JOHESU and AHCP said their members on CONHESS 14 in federal hospitals had not been promoted to 15 as directors despite staying on the same level for up to 15 years.

They also want government to issue a circular on adjusted salary agreed earlier this year and pay workers at least two months arrears while including the balance in 2015 budget.

But they want "immediate and full payment on arrears" of salaries for CONHESS 10 workers that had been outstanding since 2010.

Other than pay, according to the group's secretary Yusuf Badmus, they demand government to release circulars institutionalising a harmonised scheme of service and internship for nurses and midwives, get more representation on the board of federal hospitals and define the functions of honorary consultants there, who should be replaced by hospital-based consultants.

There is "need for complete autonomy for teaching hospitals by removing university lecturers as head in some clinical departments," said Badmus.

The group wants government to implement a court ruling granting medical laboratory scientists a "separate department" in hospitals.

Medical lab scientists along with other health professionals should also be allowed to undergo residency training, the group said.

Badmus said the group hoped "government would quickly accede to these demands, bearing in mind that JOHESU members have exercised sufficient patience and maturity for more than one year over their demands."

The proposed strike will be the second this year after a three-day warning stike in January to press for demands that have lingered since 2009.

Federal government stepped in after the groups failed to reach agreement with the health ministry.

But since January, very little has been achieved as most agreement earlier reached are not implemented, said Badmus.

The contending issues among others are as follows:
1) Non promotion of our members from salary CONHESS 14 - 15 as directors having stayed for 4 to 15 years on the same salary level without promotion in most federal tertiary hospitals.

2) Immediate release of circular on adjustment of salary as done for NMA members since January 2014 and immediate payment of at least two months arrears while the remaining are paid with 2015 budget.

3) Immediate release of the circular on extension of retirement age to be back dated to February 2014 when the issue was presented to National council on establishment.

4) Immediate and full payment of arrears of salaries of CONHESS 10 skipping outstanding since the year 2010.

5) Immediate amendment of the circular on consultancy status as pronounced by National court on 22nd July, 2013, and agreed to at a meeting of 12th august 2014 with the federal government.

6) Payment of arrears of specialist allowance to qualified hospital based professionals with effect from 1st January 2010 in line with national industrial court of Nigeria ruling.

7) Immediate release of the harmonized scheme of service and circular on internship for nurses and midwives.

9)Minimizing the lopsidedness in the membership of boards of management of tertiary hospitals.
10) Implementation of the court judgment in favour of medical laboratory scientist on separate department in the hospitals.

11) Need to define the functions and power of honorary consultants in teaching hospitals and the need to appoint more hospital based consultants instead of honourary consultants.

12) Need for residency program for other health professionals.

13) Issuance of guidelines on appointment of chariman, medical advisory committee and the committee's composition.

14) Need for complete autonomy for the teaching hospitals by removing university lecturers as head in some clinical departments.

15) Need to urgently set up a collective bargaining agreement committee to look at the following allowances for JOHESU members
  • a. Headship allowance
    b. Administrative allowance
    c. professional allowance.
    d. Excess work load allowance
    e. Health and safety site allowance
    f. responsibility allowance
    g. reduction of the present excess taxation on health workers salaries
h. restoration of working days as annual leave It is our hope that government would quickly accede to these demands bearing in mind that JOHESU members have exercised sufficient patience and maturity (for more than one year) over their demands.
